To add controversy, one could argue that with the right to have a child being a privelege rather than a right, 1400 children would not be the subject of a *****philia and abuse investigation.

I mean, once we start saying only beautiful, intelligent, Newcastle supporting people can have children, then we're going to face a riot from the ugly, flea-ridden mackems we've just neutered It's an interesting topic, because as we learned from Freakenomics, legalization of abortion in america had a significant impact on crime rates over the preceding decades, so if we stopped people not in the ideal little-house-on-the-prairie-situation raising kids, then we're probably going to go a long way to solving a whole host of societies underlying problems, but we're also imposing a threshold of living means, a threshold that would surely rise in subsequent years and leave perfectly suitable parents behind, and it would need to be operated by a heartless machine that picked and choosed worthy parents, before inevitably turning on humans and sparking an apocalypse only mrTiote and James Cameron have forseen. It would actually alter the course of our evolution forever, and maybe not in a good way by slimming genetic diversity. The human population is so successful because our breeding is not regulated. The simple truth is, no matter the scummy nature of the person producing the semen, that semen might potentially contain half the zygotes of a perfect genius foetus. It might have a scummy upbringing, on the scummy breadline, but it could still do something amazing with it's life. I might completely have missed the point of this whole exercise
