Could be a lot of things. 1st thing i would do though is, Ctrl+Alt+Del (all at once) click on task manager, when it comes up click on processes, click the CPU column, then the Memory column and see if anything is using a lot of resources. If nothing is, then download Malware-Bytes or spybot search and destroy, run a scan, download CCleaner and let it clean everything, then try again. If that still doesnt fix it, do CTL+alt+Del again, and see, then come back and ask for help again.

if its streaming videos, then is it just the videos that are stuttering, or your whole pc is on the go slow. You may need codecs, Kazaa lite codec pack is very good, you may need to upgrade your graphics drivers, but without sitting in front of your PC, its hard to pin down on the info you have given. btw memory in processes is probably more important than CPU, my Firefox is using 300,000k but i have 4,000,000k (4gig) so its not that much of a problem, but if you have 1gig, it may be.
Some questions to help solve your problem: How much disk space have you got free?? Which operating system are you running?? Does it run slow playing videos that have been downloaded?? what are you using to play videos? Windows Media player? Do you have any anti virus / anti spyware software installed?
Internet gets slower the longer it's been on. The whole pc seems to be slow, took ages to run my anti virus which picked up no threats. I keep getting a message in the system tray saying virtual memory is too slow, windows increasing it. I tend not to dowload video but just watch on a stream. My OS is XP Pro. Will try some malware scans.
try this Windows XP Click Start, right-click My Computer, and then click Properties. In the System Properties dialog box, click the Advanced tab. In the Performance pane, click Settings. In the Performance Options dialog box, click the Advanced tab. In the Virtual memory pane, click Change. Change the Initial size value and the Maximum size value to a higher value, click Set, and then click OK. Click OK to close the Performance Options dialog box, and then click OK to close the System Properties dialog box. Change the Initial size value to 1.5 times of your RAM and change the Maximum size value to 3 times of your RAM see if that helps.
The message your getting is to do with using the swap space on your disk. It could be your hard disk is almost full and so it has limited swap space. The computer uses this space when it have used all the RAM but a common cause of this is mal/spy ware. Download malwarebytes and run a full scan. If it comes up with no results let us know and we can go from there. Something on your PC is using all the memory (RAM) up which is why its running slow and swapping to disk (virtual memory).
Now then, seems a bit faster. Not tried any videos yet. Did a restart & Windows put CHKDSK into action, shut it down & started it again.
This proceedure usually helps speed things up. The message you are getting means you are running out of hard drive space BTW. 1. Uninstall any programs you don't need/use (Things like picasa scan your hard drive all the time indexing pictures so can slow things down) 2. Run disk defragment http://en.wikipedia.org/wiki/Disk_Defragmenter_(Windows) If still slow after that consider installing more RAM (Not as scary as you think should be able to find a YouTube guide for most computer), Or you have out grown your machine consider a new one.
I havnt used XP for years, but from memory dont use the disk defragmenter with it. get a 3rd party one. A: Its not very good B: once you start it, you cant use your PC at all, even moving the mouse stops it, and if you have a big HDD it could take hours. like i said though its been years since i used it, 2000 then Vista and now 7 for me, so updates may have made it better.
