And it's likely that a NO vote with OSC as well might sway the vote that would be the closest one of the two
That sounds like something Mr Allam would think of. How can you call a vote and still let people who join after the anouncement be eligible to vote.
As it doesn't look like the club is holding a vote, joining the OSC or HCST is the only way of registering a vote, so it's reasonable to give people an opportunity to do so.
And some people ( for reasons I can't fathom) might not want to join HCST but might be more comfortable joining OSC As LMan says, if the club held one no one would need to!
