This is from the Englands home page and you can ask what you like, within reason.
I attended one of these events in London a few weeks ago.
I asked how many England fans were heading for Brazil under the official umbrella
They said about 5,000 Here is the info.

If you’re going to Brazil don’t forget to register for the englandfans World Cup forum being held next Thursday (1st May) at Derby County’s iPro Stadium (Pride Park), where a panel of experts will be on hand to discuss all things World Cup related. Doors will open from 6.30pm for a 7pm start.

If you would like to attend, please register your interest by emailing [email protected], along with your FAN and the names of any others that will be joining you.

The panelists who will be there to provide the all-important information are as follows:

Harpreet Grewal – Head of englandfans

Graham White – FA Security advisor

Roger Evans – Assistant Director UK Football Policing Unit

Simon Williams – Brazil travel specialist

To give everyone the best possible chance to attend, we ask that you only email your intention of attendance if you are genuinely interested as places are subject to availability.

The stadium is a 10-15 minute walk from Derby Train Station and there is also free parking available on site at the West Stand car park. For further information and directions please click here
