Indeed, though as you pointed out with Newcastle, the figures can be massively swayed by the clubs that happen to have been relegated from the top flight. In Bundesliga 2 last season, VfB Stuttgart averaged 50,573 and Hannover 96 averaged 36,647, there was also St. Pauli, FC Nürnberg and Dynamo Dresden with big numbers.
