Sure but I think BAME specifically refers to ethnicity rather than culture or language, no?
They could but like you say its open to variation and interpretation. Certain white English speaking communities in Britain can be classed as minority cultural groups. I'm not sure an individual South American of Spanish ancestry only would be classed as being BAME.
The term ethnicity is a grey area too. It can just refer to social and cultural characteristics, rather than anything else.

No, it's a bloody minefield. In terms of BAME I think it means what we all assume it means. I think its both very interesting and something that people can create unnecessary problems from.
