The car was built around Webber so it isn't a car issue, Mark has also said he has got on top the tyres. So I can only put it down to his terrible starts and first laps which hinder his race. He really needs to get on top of that.

The car really really was not built around Webber, I doubt it was even built with Webber in the periphery of Red Bull's mind. And I do not think Webber has got on top of the tyres.

Well, it makes the battle look closer than any other inter-team battle on the grid....between a 42 year old man and his teammate.
It will be built so it can fit Mark Webber in but it will be designed around Vettel's driving characteristics and preferences.
