Too many fans have been priced out. There is a sea-change in opinion that ticket prices have to be cheaper - note the reciprocal agreements between clubs this season to reduce prices for away fans. Standing will come back, although it will be closely monitored. The country will first serve a subconscious 25 year penitence (1989-2014) for Hillsborough - although lets not forget it was the fencing not the terracing that proved fatal. I reckon the season after next will be the start of the safe standing period.
If a game sells out, then they've got their prices right, even if that means some people can't afford it, no business will charge less whilst the current model works. Your point is more valid for the Championship were prices are a high and the grounds are half empty.
