Dangle a giant golden carrot like that in front of some of the most desperate people around and of course they'll try to take a bite. Those people are about to become millionaires, the guy who was arrested is homeless.

Easy to judge of course but surely that mammoth multi million pound pot can stretch a little further to help others in a similar situation.
