Brilliant banner... Was talking about this with a Celtic fan recently. From their side they played by the rules and that's fine - maybe unsporting but fine. Considering the money involved they had to appeal. Issue is the rule itself. Any law must have legitimacy. Part of legitimacy is proportionality. Here the rule was applied out of all proportion. It needs to be flexible to be understandable.
aye if its racist or derogutory in some way but this really isnt. pretty much every fan think fifa is currupt as **** anyway. cant see them getting fined for this

we could all join together and storm fifa hq and i still dont think that self serving price blatter would take the hint. im surprised he can sit down with his back pocket full of brown envelopes
