Kicking off backwards?

Just caught the Romania v Switzerland kickoff,

They said something about a rule change allowing a back pass from kickoffs.

What's the thinking behind this?

 

Just one of the new changes! Just to stop someone putting their foot over the halfway line I think?

Exactly my first thought. All the problems in football, all the readily accepted cheating that goes on and is considered 'part of the game', yet someone is paid to think up new rules like this. Bizarre.
