The Belgium international, who spent last season on loan at Werder Bremen, has started just five matches since joining Chelsea from Genk in 2012.

The 22-year-old is expected to sign a five-year deal and his fee could rise to close to £20m with add-ons.

Chelsea sign Kevin de Bruyne from Genk

Chelsea have completed the signing of Genk winger Kevin de Bruyne for a fee believed to be £6.7m.

The 20-year-old has signed five-and-a-half-year contract at Stamford Bridge, but will be loaned back to the Belgian side for the rest of the season.

They'll regret it. He's a talented lad. It's the same situation with Matic.

Nice profit, poor judgement. They'll regret selling him. Good for the player though, gets to play for a good club in an excellent league. World Cup year and all, absolutely vital for him.

He's looked distinctly average whenever I've ever seen him play.

He is quite an outstanding player, good control of the ball, very quick, very good passing skills and a bloody wel shot at goal. I have seen him many times playing and guess Chelsea will regret that move.
