I don't think mods are supposed to ban IP's anymore. (correct me if wrong) So he can just create new accounts at any time and come back after a ban. Ignore is the only way to disrupt him.
I disagree. An IP ban is certainly not fool proof but it does cause problems for those not tech savvy and is probably enough of a pain to slow or stop many to whom the ban is given. If wumming is more tedious than the enjoyment received people are less likely to do it.
You can block a range for real pricks so it doesn't matter if they reset. Still not fool proof but would be a hassle.
He's right about the IP ban, as much as it is useful and can disrupt a user, the router can pick up a new one. Banning Emails can be useful again though with so many free registration Emails available it can be worked around. Best option is to ignore and use ignore lists.

Another more radical idea could be that new users have to use a proper email address and not one of those free ones such as Hotmail, yahoo, etc. Or Mick could set it up so that new users must have their first 50 posts moderated and their posts wont appear on the site until a mod approves them.
