We've been caught out before, (situ for example) where our late window signings,have been held up by fifa sighting incorrect paper work for players coming from foreign teams,so I assume that means anyone playing in the top leagues across the world,including our own?
Slight exaggeration here I'd say, we rarely have any problems when making signings, most are quickly approved and sanctioned. Problem mainly occur through a breakdown in errors in the paperwork which is inexcusable from any club.
FIFA have a system called TMS, which is online and handles on transfers backed up by the appropriate documentation - contracts etc
