Cards for simulation not just blatant diving. It should be like in hockey where if you get hit and fall over to easily its unsportsmanlike like behavior and the decision goes against you.

It’d save time if referees whistled using their mouths alone rather than the ‘whistle’ apparatus they have to cumbersomely put in their mouths every time they make a decision. Bags of time could be saved and we could see the first ever ‘under 90 minute matches’ which I believe one of Blatter’s targets for the next decade.

sin bins is a good plan. if a freekick is taken quickly and hits a player who hasn't moved back yet, it's retaken from where it hits him, provided he's been given time to get out of the way. that would stop the refs being surrounded by whinging gobby players, if freekicks could be taken as soon as they were given. might make dishing out cards and sin bin penalties a bit awkward though. and actual penalties. bloody nora, this hasn't been thought through at all!
