    Mine would be that the game doesn't stop for substitutions.
    The departing player could leave the pitch during open play and the ref would wave on the sub.

    Any other suggestions

    Public hangings for every owner who tries to change a club's name, just because he doesn't like a few old men who work for the local council.

    Stop giving cheating **** defenders free kicks every time they fall on the ball near the byline while facing their own goal. Everyone knows they're desperate for a free kick, stop pandering to it.

    Give yellow cards more often for timewasting, the number of goalies that do this at the KC that go all game unpunished is ridiculous, then the occasional one gets a card at 85 mins.

    Cards for simulation not just blatant diving. It should be like in hockey where if you get hit and fall over to easily its unsportsmanlike like behavior and the decision goes against you.

    A golf buggy to take off the winning team's players when they are being subbed so they can't walk off at snails pace frustrating the f**k out of the opposition fans!!!

    Even better. Have the driver they used in South African World Cup who ran over one of the injured players. Every time after that when he came on the "injured" players got up and ran away!

    It’d save time if referees whistled using their mouths alone rather than the ‘whistle’ apparatus they have to cumbersomely put in their mouths every time they make a decision.

    Bags of time could be saved and we could see the first ever ‘under 90 minute matches’ which I believe one of Blatter’s targets for the next decade.

    Yeah, it was a foul, but i'm the ref, i make the rules an you've just handballed it. Get off.

    sin bins is a good plan.

    if a freekick is taken quickly and hits a player who hasn't moved back yet, it's retaken from where it hits him, provided he's been given time to get out of the way. that would stop the refs being surrounded by whinging gobby players, if freekicks could be taken as soon as they were given. might make dishing out cards and sin bin penalties a bit awkward though. and actual penalties. bloody nora, this hasn't been thought through at all!
