Thats because they sold Arteta and Beckford in August. They didnt have time to spend the money then. Plus they got 1.5M knocked off the top because Rangers still owed them 1.5M from when they signed Michael Ball for 6.5M years ago Plus having 5M for a striker and having 4M for a centre half are totally different. Strikers are always worth more and teams are prepared to pay more
Fettis - we bid £7 million for Jelavic a lot earlier in the season but Rangers did not want (have) to sell at the time ... I'm not trying to wind Hull fans up but having our owners does mean that we can compete in terms of bids and, indeed, wages - Chester may well be ambitious for premier league footie as soon as possible but may also want to play regularly - however good he is it would be difficult to push ahead of Jagielka, Distin and Heitinga .. Nigel Pearson obviously has a tremendous regard for the lad and, for all we know, the lad may see him as some sort of role model / mentor who has already improved his game since they've known each other etc

Fourth Official posts a lot on FoxesTalk in the transfer section. He's in the Chester thread a lot and i've not seen him say anything about Everton making a bid and he's an Everton fan and he apparently knows Chester's family. He says Chester wants to move in the north west.

I haven't seen enough of the lad to say ... but we paid £4m for our last centre-half (Matt Mills) and it sounds to me that Chester is already a better player and certainly one with more potential - if we could offload Mills for 50% of what we paid then a bid of around £4m (either up front or conditional) for Chester would not be implausible - if Pearson is convinced the lad is THAT good ..
