Or did he just have a lot of faith?

Because it didn't look like it was going to go very well for City at the time he signed on.
 
I think that primarily it would be the fact that someone wanted him to manage a club at the same level as he was last at.
He probably was offered a good package to turn around the teams performances, and, a promotional bonus as well.
If he did have some kind of contact with the Allams beforehand, i would not have thought any rules have been broken, and, good luck to him!
