Russia has violated the 1994 Budapest Memorandum on Security Assurances for Ukraine

FIFA can

1) ban Russia from the World Cup (just like Yugoslavia was banned from EURO 92)

2) tell Putin that the 2018 World Cup will go elsewhere

or 3) do nothing

Will FIFA show some balls for once or will it continue to cosy up to its sponsors and count the money?
 
Wouldn't get your hopes up if I were you - only have to take a look at the "internal" investigation into the Qatar bid to see how that's going to turn out; as a matter of fact there a couple of decorators with tins of whitewash waiting outside FIFA headquarters in Geneva right now.
