I would try to renegotiate a lower price as they want to sell and we cant try before we buy. For me, its no bigger gamble than signing Maynard but Henrique has a much higher potential.
They definitely want to get rid. They've just signed Luis Fabiano and are looking to get in Nilmar as well, between them they have 66 caps and 37 goals for Brazil. And if I'm not mistaken I think I've read somewhere they're after yet another high profile attacker! This doesn't necessarily mean they think Henrique is ****. I think it has more to do with a flourishing economy in Brazil and they have money to burn and want's to placate their fans.

Well, lets see how much he costs then. But if a great club like Sao Paolo are getting rid of this kid who did so well in the Under-20, what should we make of that, really? He's too young for them? That can't be it. They obvious think they can get a fair amount of money. What's he going to cost us = $20 mill for permanent?
Surely a smaller fee plus heaps of add-ons? No club would take such a big risk on a young untested player in the EPL.
