May be this was discussed and beaten to dead. UEFA and some continental leagues use head to head over goal difference. I personally think head to head is far more important in deciding qualification / title. What do you guys think? this is to you moanu fans - citeh beat you fair and square; both GD & Head to Head. So stop moaning.
In a small group like C.L I think head to head works but not for a 20 team P.L. Extreme example: - Chelsea win every game 5-0 except for the head to head games against United. United win every game 1-0 save for said head to heads. We beat United 1-0 at home but lose 3-1 away due to a dubious last minute penalty. United win the title. Goal difference in a way encourages teams to keep trying to score in games already won instead of just trying to win a head to head that counts for only 2 of 38 games. The City title win 2 years ago showed why goal difference is better IMO. City were clearly the better team over the course of the season as they battered a lot more sides then United did who scrapped through a lot of games.

If teams finish on the same points after a whole season, then all the variables have occurred for both teams. Goal difference at least is a clear measure of the teams performance in attack and defence, so in one way shows the 'better' team. On the other hand you get 3 points for 1-0 or 5-0, and 1 point for 5-5 or 0-0. Nothing is perfect, but goal difference is probably the best available option.
Goal difference is fairer in my opinion the team that performed to a consistent high standard by scoring lots of goals deserve to win the title.
Head to head is best in competitions like the Champions League - it cuts out any dodgy goings on For the League I would go for Goal Difference - then goals scored - then head to head
