If he's really interested,thats the opening offer.If and only if thats they are interested,expect them to increase it and then come to a compromise.
I've heard that's what Comolli always does when negotiating a deal, goes in with a really low first offer hoping he might be able to catch someone out by getting a player for half of what he's worth or slowly working up from there and coming to a compromise as you say. For example Ajax wanted £35m for Suarez in the summer, Comolli went in with an offer of £12m to start with and he ended up getting Suarez for £22m or whatever, which was a great deal for us.
