If the Football Association do not reform their licensing of clubs the government is going to bring in laws. Mr Blatter will love that as he will be able to ban England and English clubs from international competition under FIFA rules.

All they are saying is, if you cant get your house in order by March next year, then we will step in and make sure you do.
Has to be a good thing, as they want them to revamp the FA, and how many supporters wouldnt want to see that, they also want to curb debt, again how many supporters wouldnt want to see that.
If the FA and clubs dilly dally, and the Government have to step in, and then we get banned from Europe, then blame the FA/Clubs not the Government (I dont like the Government, but i do think its a scare tactic to get them to pull their finger out, and if they dont, well they know whats going to happen).
