Follow all the latest happening at the 2012 GAA Congress in Killenard, Co Laois. Amongst the highlights from this morning's session was the decision to make the wearing of mouth guards mandatory in football training sessions and games from 2014 for senior players and from January 1 2013 for all grades up to and including minor level, while the compromise motion on collective training in November and December was also passed. Motion 30: Mandatory wearing of Mouth Guards Motion 30 has been carried: It will now be mandatory to wear a mouth guard in football games and training sessions. 98 per cent of delegates vote in favor of the proposal. The rule comes into effect for senior players from 2014 and from 2013 for players up to and including minor level. Motion 27: Collective Training/Closed Period Motion 27, which proposed a compromise to the ban on collective training in November and December, was carried by a significant majority. Eighty-four per cent of delegates voted to change the current timetable for inter-county teams returning to training over the winter months. âSenior Inter-County panels may return to training for a following year on a timetable determined by their time of exit from the All-Ireland Championships in a current year as follows: Exit June; Commence Training November 15th Exit July; Commence Training December 1st Exit August; Commence Training December 8th Exit September; Commence Training December 29th There shall be a mandatory closed period for games and collective training of all Senior Inter County panels from December 21st to 28th inclusive. The months of November and December shall be closed months for games and collective training for all other Inter County panels. Motions 21 and 22: GAA Congress Motion 21, which proposed the streamlining of GAA Congress, by reducing the number of delegates by one third was defeated by 64-36. Motion 20, proposing that GAA Congress be staged at Croke Park every year from 2014 onwards, was also defeated. However, it was agreed that GAA Congress should be staged prior to March 1 in future. Motion 5: Inter-County Transfers Motion 5, relating to inter-county transfers which was proposed by Ard Comhairle, was passed, with 80 per cent of delegates voting in its favour, at GAA Congress on Saturday morning. It means that a player will have to play in the club championship in a county in the previous or current year before being eleibilbe to represent that county in inter-county competition. That the following be adopted as a New Rule in Chapter 6: Eligibility for Inter-County Teams: A Player shall have played in Club Championship with a Club in a County in the previous or current year to be eligible to play in any Inter-County Competition with that County, save as provided for in Rules 6.6 and 6.7.
The sqaure ball rule has been changed thank god, as a lot of people have already said it was uninforceable the way it was. That last one there does that mean all the Laois lads that have been playing in Dublin for years wont be able to play for Laois?
They are ok under 8.6 and 6.7 6.6 Declaration for Home County A player who resides and plays with a Club outside his Home County, or the Home County of his father or mother in accordance with Rule 6.3, may declare for his Home County for Inter-County and Inter-Provincial competitions. If he makes such a declaration, he may not while the declaration is valid, play for any County other than his Home County, except in accordance with Rule 6.11. In the absence of this declaration, the player shall play only for the County in which he resides. Such a declaration is not required of a player holding a permit under Rule 6.4 Exception (3) or an Authorisation or Sanction under Rule 6.13(a) or (b). A declaration may be lodged or revoked on or before the last day of March in any year. A declaration, once made, shall remain in force until revoked. A player transferred outside his home County after the last day of March may, on such transfer, declare for his Home County. A player who declares Home County in pursuance of this Rule may not, thereafter, declare another County as such. Penalties: Player - 48 weeks Suspension Team - On a Proven Objection - Award of Game to the Opposing Team. On an Inquiry by the Committee-in-Charge- Forfeiture of Game without Award of Game to the Opposing Team or Fine, depending on the circumstances. Chairperson and Secretary - 48 weeks Suspension. 6.7 Eligibility for Weaker Hurling Counties For Senior Inter-County Hurling Competitions, a player, subject to the conditions hereunder, shall be entitled to - (a) Declare for the County of birth of a parent or (b) Play for the County of Residence, provided this County is a designated County as provided for in Condition (1) below, while continuing to be eligible to play with his Home Club. 66 The following Conditions shall apply: (1) The County availing of this Rule is not participating in the All-Ireland Senior Hurling Championship (Liam McCarthy Cup) or Division 1 of the National League. (2) A County availing of this Rule may have a maximum of five such players sanctioned in any Championship Year. (3) The permission of a Playerâs Home County must be obtained. (4) A Player may avail of this Rule for only one County, and may not declare for a Home County for Football. (5) If a clash of Championship Fixtures arises between that of a Playerâs Home Club and that of the County availing of this Rule, the player shall play with his Home Club. (6) Permission to avail of this Rule shall be for one Championship Year at a time, and application must be made annually for renewal of permission. The closing date for Applications each year shall be the 31st March.
