I don't understand why he needs to do this. He's clarified his position, name change or go, he doesn't need to tell everyone what we already know as it just stirs everything up.
he loves all the limelight he gets that he never could get with his other business, he loves being the centre of attention, interviewed and being the central discussion re the name change from all media sources
I know some people think that there's no such thing as bad publicity, but yet another speech before a game is bound to divide the fans and take the focus away from supporting the team. Not what we need.

Once mr allams tenure has finished and once the PL journey is over( not saying there's any correlation between the two), which it almost certainly will.
