    There's a key element missed which is that there is still going to be some element of sporting sanctions ie points deductions involved.

    The question is what ? A cap for all ? A cap based on revenue? Something else?

    I'm guessing it'll be a measly amount each season you can spend as luxury tax and if you spent too much you get deductions. It'll be a percentile limit you can get to within this luxury tax range perhaps.? So instead of 70% above wage limit and bang points deductions it'll be 10% above that will involve a luxury tax fine and then deductions if you go above 80% or something still revenue based like that.

    It isn't going to be what we hope.

    It wouldn't surprise me if you have to ask permission aswel and present a case why you need to spend it.

    So is everyone else...it's already been confirmed points deductions will still be part of this proposal hence I'm thinking what the situation is because it definitely isn't what people think unfortunately.

    Mate, to put it really simply - this allows every club to pitch up to wealthy wannabe owners whilst simultaneously allowing the PL to simply fine Man City, say £100m, which will then pass down to a number of clubs throughout the pyramid.

    Relegating Man City was a massive headache. This avoids it.

    I don't really care. As long as some of these pathetic restrictions are lifted, it's a huge plus. Even if we get another 10-20% to spend of our revenue, it's another £60m+ we didn't have.

    It's not going to be what we'd like it to be .. it'll be something like I've predicted.

    Maybe a straight cap at best... that would be good, but I don't think it'll be that it's too fair.

    Apparently, whilst some teams are still arguing for some form of points deduction threat to be retained, it's looking more likely that the PL are going to couch the change as aligning closer with UEFA, who apparently have been vocal in that they don’t believe points deductions to be the appropriate way of dealing with financial breaches. They're basing this 'luxury' rule on American sport. In MLB it's something like 17.5 per cent charged on what they are over one the first year of breaching the spending cap, 30 per cent for the second year, 40 per cent for the third and 50 per cent for four or more.

    Interestingly, in addition to the potential 'luxury charge' rule change:

    "a vote to reverse the February ruling on related-party transactions could also be on the cards. This involves deals within multi-club networks or with sponsors who have the same owners as a club - such as City.
    In February, an amendment to these rules was approved by the narrowest of margins. With seven votes needed to block a proposal, there were six against with two abstentions. But some feel that the change, and the knock-on impact it has on ownership of other clubs overseas, is harmful with one, thought to be Manchester City, considering legal action." -
