FA votes to change rules on number of non-EU players. Home grown players will have to be at the club from age 15, instead of age 18. The minimum number of home grown players is to increase over next 4 years.

Under the new work permit rules Wanyama wouldn't be here.

Not really a fan of solving the problem by roster restrictions rather than improving development, but if you think that our home-grown players are sold for a fair chunk now, wait until these rules are in place.

Just as well Scottish players don't require a work permit

These rules are all a bit UKIP

Same. Here's a radical idea. Spend more money on youth development. Monitor and measure the progress, and give it more than 6 months to come up with results.

Particularly because clubs will find workarounds, just as they have with previous restrictions. Get ready for even more empty roster spots, and ever-larger fees for under-21 European kiddies who won't count against the roster.

Also: the non-EU thing would just have the effect of limiting the player pool for everyone save for the elite teams...they'd still get their targets, who'd of course be considered exceptional, but good luck to the rest.

Edit: the mention of Kane is interesting, because it doesn't take much to see the perverse incentives that could result from mandating the inclusion of club-trained players. Guys like Kane, or Patrick Bamford, might well end up as token inclusions in the registered squad rather than going out on loan, resulting in them sitting in the reserves...and also potentially resulting in their clubs being loath to let them go if they prove to be surplus to requirements.

I'm not a huge fan of farming players out on loan in general, but when we're talking about players who have a massive uphill fight just to make a matchday squad (and nothing in this proposal is ever going to change that), stagnating their careers because Chelsea or City need them to make up the numbers is massively counterproductive to the mission of developing English talent. Imagine if Cork wasn't allowed to sign with us because Chelsea needed him as a line-item for a couple more years.

from a Saints perspective, i would say we would have had no chance of having the season we're having under these rules. Losing four home grown players and having to replace them with four more of similar or better quality?
Yes we got Bertrand, but under these rules Chelsea would be keeping Bertrand as a squad player. The exact issue this rule is supposed to resolve

Increase our need to keep them, but we don't need an excuse...if they are under contract.

According to Sky, Morgan wouldn't qualify under the new rules (might as well sell him then<laugh>). They are also suggesting that the EPL are resistant as they think their changes to training academy rules is already working. More likely they think the changes don't favour them.

I suspect that it might be illegal to limit the access of European Community citizens..?

Koeman was just asked about this. He said it doesn't bother him, he is Dutch.

He said Southampton do their bit, it's up to everyone else to deal with their problems.

Well done from Ron...Our light squad numbers may give our fans kittens when we have a few injuries and suspensions, but ultimately it's the right way to go if you're to reap rewards from the academy system.

Clubs will by-pass the non-eu system like they do now with dual passports with EU countries which have more lenient controls
