After a seasons racing it all came down to a change of tyres. Verstappen on new, Hamilton on old. For one lap. I think the OP's thread title is correct.
Bringing the safety car out and bunching the field ****ed this race up - I've only 'half' watched it, first time since Damon Hill was shafted and robbed, I'd rather gouge my own eyeballs out with a **** encrusted spoon than watch another bastard. FACT!
what rule was broken? It may not seem fair to have it decided like that, but, I’m not aware of any actual rules getting broken

Article 48.12 suggests that either all lapped cars can overtake the safety car or none. By just letting the lapped cars between Hamilton and Verstappen overtake the safety car, Verstappen was handed a clear advantage. If Mercedes had known that only a few cars would be let through they would have pitted for fresh tyres. It's a **** way to end a great season.
I concur .. but I've had the feeling all season that F1 wanted to put an end to Mercedes monopoly of the title, Verstappen has been guilty several times throughout the season of overstepping the mark as to what is racing and what is dodgem cars, he does love to push other drivers off the track. He's young and eager and I get that but at times during this season he has been a loose cannon.
I can't see the result being changed now but I can see Mercedes taking this to court. Masi should have red flagged the race if he was so desperate for a final lap showdown. Then both drivers could have had fresh tyres for a 1 lap winner takes all.
