By being less crap than everyone else. France and Italy finished bottom of their group FFS. The fact we bottle it in the latter stages of major competitions doesn't change the fact that we're one of the most consistantly better performing teams in the world. We complain about drawing with Switzerland when Portugal currently aren't qualifying for the Euros (last time I checked anyway) and France recently lost to Belarus.

If you actually think about it it's hard to name many teams that definitely deserve a place above England. Spain, Germany and Holland definitely, but from there... France and Italy both finished bottom of their WC groups, so they're ruled out. Portugal just aren't as good, if they didn't have Ronaldo they'd be strggling to break the top 15. That only really leaves Brazil and Argentina, but the quality of opponent they face on a regular basis is of a far lower standard than England face, so at worst I'd say England would be 6th.
4th best team in the world ? This is the kind of nonsense that makes the England players actually believe they can win tournaments just by turning up and why the FA pays that berk Cappello £100,000,000,000,000 a year. It's a FIFA conspiracy I tell ya, they're doing it deliberately to get their own back for the FA's attepted to dictator Blatter being crowned Godfather of football again.
It's probably based on the amount of crap sky sports have spewed about your national team for the pas ten years. Interviews with any dog in the street that would predict an England win followed by the shock expressions half way through the finals of every tournament. Obviously FIFA base their rankings on what skynhave to say
