It's normal for clubs to not allow loan players to play against their parent clubs in cup competitions.
The quote you stated refers to the competition in general, not against parent clubs. Unless a special agreement was made (and I doubt one was), they can’t play.

Could we play a back three of Meyler, McDonald and Clark, with Clackstone on the bench? Would we want to risk Daws coming back too early from injury as he’s becoming a bit injury prone.
