    Check the comments of Rob Bryher of the Green party.

    "People often think consultation means both "listening to communities and implementing the majority view". For me, it is establishing an evidence base within a local population which could come from the community itself (if it has a lot of influential people up on good transport policy) but more realistically it will be an external actor.

    "What gives an imposition legitimacy is not how many people agree with it, but whether the body implementing it is legitimate".

    but its a legitimate elite arm an influential arm that knows a lot about transport policy not a local common arm that lives in the area as there are thousands of those who are not elite and legitimate.
