    Maybe. How would they control relegation and promotion from and to it? It could throw up some interesting derby games, playoffs etc.

    In the same way as they currently do from Blue Square North and South - you sometimes find midland teams (Worcester and Kettering in recent years) transferring between North and South when geographical numbers require.
