Should each division have a wage cap? What would be your maximum individual wage for each division (Prem to League Two)?
Wages should be capped at a percentage of gate/merchandising revenue - what percentage, I don't know! I don't think it's feasible to keep the same absolute figure for all clubs in a division- the main thing is that it should be affordable within budgets.
