Personally I think if it's in the past, they should just forget about it and let them run., multiple times however, ban them for a year to life depending on the amount, I think Contador should be banned for life as it seems obvious he uses them loads, can't really do anything to Armstrong but strip him of the titles if he is found to be a junkie, which seems likely. It's one thing to draw a line under past events, fair enough, but they could at least use it to declare an amnesty in the hope people will come forward to be more open about how widespread it is (or isn't) and look at ways of minimising it in the future.
