    These talks took place some weeks ago I think - this is just the council leader reporting those talks to the first full council meeting since those discussions.

    Ah well it certainly explains why the deal has not completed yet. If the talks are ongoing.

    That's my point, I don't think talks with the council are ongoing.

    The reason it hasn't completed is that it isn't due to complete until Friday according to this article:

    "Bishop International have paid £300,000 for 11 weeks' exclusivity, with around £700,000 due on completion. The legally-binding agreement expires next Friday......"

    In my experience, such things, whether it be buying a house or a company quite often complete late but rarely complete early.
