These talks took place some weeks ago I think - this is just the council leader reporting those talks to the first full council meeting since those discussions.
That's my point, I don't think talks with the council are ongoing. The reason it hasn't completed is that it isn't due to complete until Friday according to this article: http://www.thisisplymouth.co.uk/Pre...mouth-Argyle/story-13003531-detail/story.html "Bishop International have paid £300,000 for 11 weeks' exclusivity, with around £700,000 due on completion. The legally-binding agreement expires next Friday......" In my experience, such things, whether it be buying a house or a company quite often complete late but rarely complete early.
