Just read this article from the Express and some initeresting points in it -

Norwich chief executive David McNally, who had a spell at Celtic, thought highly of Chester’s 20 years of scouting for Glasgow Rangers.
McNally and Chester worked together at Fulham before the scout returned to Glasgow.
McNally first took Chester to Norfolk in May 2010, but Paul Lambert, then Norwich manager, did not enjoy working with him and Chester lasted only a season. He moved to Birmingham, whose manager was Chris Hughton. And when Norwich employed Hughton as Lambert’s successor in May, the Norwich hierarchy agreed that Chester should follow him quickly.
New arrivals Sebastien Bassong, Javier Garrido and Robert Snodgrass were conspicuous successes for Norwich in the match between two teams who lost their opening fixtures 5-0. And watching from the directors’ box was Alex Tettey.
The Ghanaian-born Norwegian international, who has been signed from Rennes, is a powerful, athletic, central midfielder. He has Champions League and Europa League experience and so represents a change from the Lambert policy of taking men from the lower leagues in England.
Norwich must still shop around for value, however. Huge but final debt repayments have to be made at the start of next May.
There are no such constraints at Rangers, although Fernandes resents being cast as a spendthrift.
On the pitch, QPR remain a collection of players rather than a team. Their goal followed the penalty award – described by just about everyone as “soft” – when Bassong made unintentional and minimal contact with the ineffectual Djibril Cisse.

good article. fairly accurate interpretation of the penalty incident. the player ratings at the end make interesting reading. pilks only city player below 7, cisse gets 4.
