Chelsea have their work cut out this summer as they attempt to assemble a new scouting team as well as strengthen their on-field personnel, the Daily Telegraph reports.

Once the new manager - almost certainly Guus Hiddink is in place - the Blues want to restructure their entire off-field operation.

That will start by finding a replacement for talent spotter Frank Arnesen by bringing in a new chief scout. Steve Rowley, currently in that post at Arsenal has reportedly been offered a triple-your-salary deal to move the Stamford Bridge.

Roman Abramovich wants an answer by next week and wants his new staff in place by the end of June.

Arnesen quit six months ago and is now at Hamburg. Upon being appointed, he was chaarged with making Chelsea's academy among the best in Europe and supporting a more sustainable model than Abramovich shelling out every summer.

While promising players have emerged, no Chelsea youngster has yet cemented a first-team spot. Michael Mancienne, Fabio Borini, Jacopo Sala and Michael Woods have all left the club already this summer and more Arnesen players could follow.

A host of scouts followed Arnesen out of the club. Lee Congerton is also moving to Hamburg, while Frenchman Guy Hillion and Dutchman Hans Gilhaus have also gone. Abramovich is still keen on improving the network so that the club can stop paying inflated prices to bring other team's talent to Stamford Bridge.

The club does have high hopes for England youth internationals Josh McEachran and Nathaniel Chalobah, but know that they will have to step-up their global recruitment of youth players to compete with other clubs.

The experienced Hiddink is viewed as not needing a sporting director and would be supported by a powerful chief scout instead. Rowley is the top candidat thanks to his excellent record in bringing talent through at Arsenal.

But he is seemingly reluctant to leave the Gunners, where he heads the 23-strong scouting network.

Arsenal would fight to keep the man who has found the likes of Tony Adams and Jack Wilshere.

Another possibility would be ex-Barcelona director of football Txiki Begiristain. Chelsea have met him previously but have decided against appointing him in the past.
