It can with the right people in place. As much as I'm not fond of Pep for only managing teams with money that should walk their league, he does a damn good job of it. As shown though, Manure have just panic-plundered tons in to short-term fixes, it hasn't worked. Its tough in football, even the teams that are initially successful go on to 'buy' their way to later titles. Whilst I get city have jumped that queue with money, I would love it if we could do the same. It helps all the city fans I know are likeable and have seen the darker years mind.
Money at the obscene level on everything today that a few clubs can recruit the top players and put them on ludicrous wages and no club can match that. So they are in effect buying success...But would not any club do that if they could.....The premiership is ruined today as there is no fairness in it and until there is a European league where all these super rich clubs can go then it will always be the few clubs who will dominate and the rest will just make up the numbers.....
Money helps I admit but it's about team spirit especially if you have foreign players. Newcastle look disjointed with no spine. Until you get that you will struggle. Wolves have got the Portuguese players breaking their balls every game. That's what you lack boys and girls.
The English league is only a competition because all of our Premier League sides make very good money. It is possible to buy a title, but it's significantly harder in England than any other league in Europe right now. If we are looking at England specifically, I don't think you can spend money and assure a title as PSG have done in France. Not when you have a league were a bang average, not very rich club like Newcastle can go to a club like Hoffenheim, a team that finished higher domestically than Newcastle did and just snap up their best player. We are blessed with foreign fans who love to show off their support by purchasing as much merchandise as humanly possible. Take a walk around Norway and you'd think you're at Anfield on a match day, they own the hats, shirts, scarves anything you can get. And while our teams continue to pull in interest abroad I would say it's simply impossible for Man City to ever assure themselves of an unchallenged league title. This is why, btw, Vincent Tan wanted Cardiff to stand out with a new emblem and kit. He wanted Malaysian, Thai, and European fans to think the crest was cool and purchase and support the club. Simple as that.
They are also buying future success by hoovering up all the young talent and then loaning them out. Remember the 60 loaners Chelsea had. It locks out other teams and stifles competition.

Spain - Barcelona/Real Madrid Italy - Juventus France - PSG Germany - Bayern Munich England - Chelsea, Man C, Man U (out of last 15 seasons only one club from outside of these 3 has managed to win the league) These clubs spend the most and are at the top of league most seasons. Some countries have more than one trying to buy it. England being the prime example.
