De Guzman, Flores make Swansea switch Swansea, Wales (Sports Network) - Swansea City announced two signings on Tuesday as the club snapped up Villarreal's Jonathan de Guzman and Genoa's Jose Manuel Flores. De Guzman, 24, completed a medical and joins Swansea on a one-year loan deal with an option to make the move permanent. "Once the opportunity came along to join Swansea and [manager] Michael Laudrup it was a done deal," declared the former Dutch Under-21 international and Olympian. "I didn't have to think twice about it." Flores, commonly known as Chico, joins the Swans from Italian side Genoa on a transfer fee just north of $3 million. The 25-year-old agreed to a three-year deal, subject to international clearance. "I'm very happy to be here," explained Chico. "I know I am joining a club that has been growing over the last few years and is still ambitious to go even higher. Pardon my ignorance but why would Florers need to have international clearence,I thought that only applied to non EU players ???

Even if so the player is still moving from one national association to another. Really, since when did we exit FAW.
The beginning of last season together with Cardiff, and clearance has to be given on every player coming from abroad I think.
As has been said already it's because of the registration swap between two associations, because of the EU rules it's just a formality otherwise it's restricting the right to work in EU states.
