In short, Klopp didn't think so and sold him, if you think he was integral to Klopps plans we'd have not offered him a new deal?
Klopp liked the lad as a squad player, nothing more, Allen wanted game time..
Think this whole deal is win-win, we get good money for a player in his last year of his contract and Joe gets game time..
