Chairmen and Boards of football clubs know that fans are utterly powerless. The only way fans can protest a decision or the behaviour of the Board is by doing things that will damage the club that they love (protesting, booing during games, ripping up season tickets, etc). In theory, we are customers, but in reality we face a monopoly provider (unless, of course, we are willing to up sticks and move to another club, which is unthinkable for most of us). Therefore, Boards see us as a source of easy money and treat us with total contempt.

There's nothing we can do except give up football, and we obviously aren't going to do that.
