If Spunky wants to ship him out ASAP, then it's in his interests to have him playing soonest. On the other hand, if he still believes Barton has a role to play at the Rs, then it's again in his interests to have him playing soonest. I imagine it's some bureacratic quibble over costs, insurances and the like.
