    FA commission: New four-point plan to boost England football
    The creation of a new tier within the Football League to accommodate Premier League B teams is at the heart of the Football Association commission's four-point plan to boost English football.

    The review also calls for a ban on non-EU players outside of the top flight and a reduction in non-home-grown players in Premier League squads.

    It also wants to develop "strategic loan partnerships" between clubs.

    The suggestions come as a response to a lack of available English talent.

    In the 2012-13 Premier League season, only 32% of starters qualified to play for England, compared to 69% 20 years ago. The figure was 28% among the top four clubs that season.

    The commission's exhaustive review, headed up by FA chairman Greg Dyke, sets an "ambitious but achievable" target of increasing the number of English players in the Premier League to 45% by 2022.

    England manager Roy Hodgson said: "I welcome the proposals. But I am just one voice of many who have contributed to this important study and I hope the debate that has been provoked can lead to some real developments in our game."

    The most controversial proposal would be establishing a new League Three in 2016-17, made up of 10 Premier League B teams and 10 from the Conference.

    The B team squads would require 20 out of 25 players to qualify for the home-grown rule and no non-EU players would be allowed. Nineteen players would have to be under 21.

    The commission also recommended a phased reduction in the number of non-home-grown players in Premier League squads from 17 to 12, reaching their target by 2021.

    A cap of two non-EU players per squad has also been proposed, plus a ban on non-EU players outside of the Premier League.

    Dyke said: "This decline is a problem in countries right across Europe but is a significantly bigger problem in England than anywhere else - and if the trend continues we fear for the future of the English team.

    "This isn't about players even for four years time this is for players for 10 years time, this is to win the 2022 World Cup, by which time I'll be long gone."

    If we were in the prem (will never happen in my life) I would still be against these plans. Remembering where we come from, these plans are not right on lower league and non league teams.

    Whats worrying is that Sky Sports News read out a statement from the football league who seems to be in favour of the plans. Have they been bribed?

    So would I <ok> Can't believe the main reason for this league is because theirs to many foreigners in the Premier League which is supposedly effected the England national team so instead of stopping it altogether (which obviously they don't as these players generate the league a lot of money) they would rather screw over the lower league teams the main reason the England are ****e is due to the fact their is not a lot of top class coaches around which France and Spain have also they've had B-Teams in their League pyramids for years they also don't have as many clubs.

    so the plan is making a league between league 2 and the conference and these b teams can be promoted as far as league 1 only.

    obviously there will be more than 3 b teams in this new league so if 3 get promoted to league 2 then that stops proper clubs from getting promoted.

    then following season another 3 b teams get promoted to league 2 and the same the following season and then the following season etc etc meaning you could get 4 seasons or more where there is no proper teams promoted.

    and the same applies when these b teams are promoted to league 2 when they win promotion to league 1 stopping proper teams winning promotion to league 1.

    and these teams win league 1 but cant get promoted. so the top proper teams in league 1 who could end 12th for example then gets promoted. its makes that a complete joke.

    if they do this then they should just put them between league 1 and the championship which then allows lower league teams to win promotion. the b teams cant win promotion to the championship so they wont stop league 1 teams from winning promotion. basically this way they wont effect the lower leagues at all.


    all this crap just to get a few extra english players in the prem. just reduce the amount of non english allowed to be signed!


    i also like this comment i read from the OS...

    the Premier League initially caused and have been compounding the problem ever since. Surely it would be quicker and easier to take £20M off each Premier league club, build 50 regional development centres, feed the players they produce into the existing lower league system to gain the experience they 'aren't currently getting' and then move them up to the 'larger' clubs once they've proven themselves at a competitive level....basically the way the football pyramid is supposed to work...
