Maybe because in the prem it's 5 bookings for a suspension and it's 2 in the works cup. Plus it's a knock out competition so a suspension can be a lot more costly. I might be wrong just a guess like.
Aye it's always been allowed in tourneys. It was a yellow anyway, it's classed as obstructing the keeper, so if he gets off, it's yet another piece of 'let's make Brazil win' bullshit.
