Heard that one before. £60m a year for three years might be enough to make the top 5, equally it might not be, and by the time they get their they'll probably find they're disqualified from Europe for breaking the FFP rules anyway.
Malaga have already been disqualified from European competition due to FFP, and PSG and Man City are getting somewhat more than a small fine.
FFP doesn't come into play until you have qualified for Europe. Liverpool and Monaco don't need to worry until next year.

It is a pretty big fine even for them (not to mention the restrictions on CL squad size, which considering they already struggle to fulfil the home-grown player requirements, is potentially quite problematic for them), and if they continue to break the rules they will be punished more severely in future.

Yeah that's the problem with the rules, what if Leicester or errrr Saints want to spend money to finish 4th? That's not what should be getting punished. You could look at it another way and say it's actually an ingenious money making scam by UEFA. In that sense I'm actually quite impressed.
Liverpool would be screwed then according to Sky Sports along with Monaco. I heard that they will come under the FFP in October because I can assure you Monaco cannot turn a profit with the money they spent. So if they have qualified, why have they no been blocked from Europe or fined? EDIT: I read your link, and Monaco and Liverpool will not get their punishment until next year. They only look at the last 3 years so Liverpool will be safe by then unless they go nuts this summer.

They only managed to fill 23 of the slots this year because they couldn't find enough home grown players, so they're actually down to 19 unless they sign some more. Considering a first 11 and 7 subs can be named, that's actually a worryingly thin squad. Yeah it's a lot to take in I know! Monaco could struggle. You only have to look at the relative restraint exercised by Chelsea this year (they still spent a lot, but they nearly halved their net spend compared with last year) to see that it's a real concern for teams.
