Why do football clubs have such issues sorting out ticket priority? It should be piss easy; prioritise by how many games they've been to already, surely?

Leicester do season tickets then they do a membership scheme for people who don't want a season ticket but want priority on match day tickets. They do differing tiers for differing levels of priority but none are guaranteed any tickets. I know someone with a full gold membership who's managed 7 games. Granted he's not tried to get to all 38 but he's missed out on a good few he did try to attend.
Leicester City have handed a number of season-ticket holders "multi-year" bans for re-selling tickets illegally. Tickets for the league leaders' final home game were offered for £15,000 a pair via an online re-sale website. The 7 May match against Everton, which could see the Foxes crowned champions, sold out in 90 minutes on Monday. "The club has a duty of care to its supporters and is working diligently to prevent ticket touting," a Leicester City club statement said. "As a result, a small number of season-ticket holders and members have this week received multi-year bans." The club said this prevents those responsible from attending Leicester games, as well as having their season tickets cancelled "without compensation".
Excellent way to deal with it. Forgot to add they should be "named and shamed" and "tarred and feathered" for good measure!
