Fee agreed usually means a deal will be or has been struck. Hold ups could be the club medical, player wages, contact clauses such as cup-tieing/sell-on fees, agent fees etc ...so to answer your question - it's probably not nailed on yet and it probably will be soon.

I think the papers have been saying Thursday or Friday for a medical, so I expect to hear something by late tomorrow then we can all put this one to bed and move on to the next!!!!!
I think SSN this morning were reporting a medical over the weekend or Monday so it does seem to be dragging on a bit
Sky Sports were running the story yesterday that he was due to fly in to Villa for a medical today or tomorrow. Sooner he does and signs the better for everyone.
It was dragging because he was off sunning himself in some exotic climes. Believe he is back now so maybe it will soon be settled.
He had to check out of Seaham Hall before mid-day today, and refused to pay the extra to keep his room on till 6, till the national expresss came. So he was sat in the lobby with his suitcases reflecting on what a great holiday he'd had, and wishing he didn't have to go back to work.
