    Chelsea are bringing back SAFE STANDING, in an attempt to improve the atmosphere, mainly cos of the recent comments by Mourinho about their last match "feeling like it was played in an empty stadium".
    It should filter through to the rest of the league.

    They can't, it's illegal, the Chelsea Suppporters Trust have just said they're in favour of having it.

    Being pedantic, but is it illegal? It's more a civil issue isn't it?

    I thought the regulations could be changed if the majority of Premier League clubs voted in favour?

    Can't the Govt can relax the all seater rule without a change in the law?

    I for one would not feel safe standing at Stamford Bridge.
    The terraces are so steep that even sitting down I would be happier roped up on the North face of the Eiger.
    What they need are seatbelts.

    5. The legalities - what has to change?
    It is unclear whether a change in the law is required to introduce rail-seated safe standing areas into the Premier League or Championship.

    Standing in a seated area is, however, contrary to ground regulations in the Premier League and Championship and thus a breach of civil law (i.e. the contract between a customer/business or in this case fan/club) rather than criminal law which is an offence against the state (i.e. an ‘illegal’ act). These ground regulations can be changed by the clubs themselves - in the Premier League a majority of 14 clubs (from 20) is needed to implement such a change.

    The Football Spectators Act (1989) says that the Secretary of State may direct the FLA to make an all-seated stadium a condition of the license required to hold a Premier League or Championship match. As the FLA is permitted to consult with the Secretary of State (DCMS) the all-seater requirement could be relaxed without the need for new legislation. Safety Advisory Groups (SAGs) at local councils do have the power to cut ticket allocations or (in extreme circumstances) to refuse safety certificates and prevent games going ahead altogether. The trigger for this can be persistent standing in seated areas. However, SAGs take their lead from the Secretary of State/FLA – if they were to give the go-ahead to safe standing areas local SAGs would not object.

    That's the important bit, the reality is that clubs aren't going to go ahead with this until it's confirmed that it's not illegal to do so.

    Pressure is growing for safe standing to happen. But it wont happen overnight thats for sure.

    But i think it will return and it ruddy well should do for those clubs that want it back.

    That is the biggest Tradition in football which was taken away without any debate at all.

    I would swap safe standing for a name change any day of the week.

    The old stamford bridge was great for standing. The shed end for sure when full was almost as good as the KoP end.

    For the last time, fings ain't wot they used to be - and the old times ain't coming back! Enemies of change always cite 'tradition', but the logical conclusion of that argument is to have unfit players in very long shorts kicking a medicine ball - in between kicking each other - around a rutted, muddy pitch. Meanwhile on the terraces, children are being passed over the heads of the crowd whilst men piss into rolled up newspapers, their piss cascading down the stand. Maybe we should consider bringing back coin throwing and banana chucking in the name of tradition. Fook off.

    Sure, that's an easy one. They haven't had the same disasters we had at games. Seating was enforced to make games safer, and regardless of if you wanna stand up, it has made it safer, from what it was.

    Could standing be introduced and be safe? Yes of course, and in time I am sure it will.

    Seating itself wasn't brought in for safety. It was brought in to alter the demographics of the crowd and make it easier to control.
