Do we have to try and balance the teams so they can all compete or just stick 'em in the descending order or quality?

A mixture of both really. Put together teams of players who are in positions they can play in, but obviously the class and quality will be in descending order anyway. It's tricky to get the balance with the thin squad we have. For example, I'd put Ameobi and Lovenkrands as strikers in the 3rd team, but there are no more players to take that wing, so Lovenkrands has to go there. Same goes for a few other players and positions too.
