I'd be tempted to just buy him outright and start integrating him into the side. Pochettino would love him, as he's versatile, happy to run all day and scores plenty of goals with either foot. Depends on Fulham's preference, of course, but we need to get a move on or we'll miss out.
It doesn't look at the moment (could change I know) that Fulham will be involved in either a promotion or relegation scrap, so they could be amendable come January if nothing changes.
I'm sure Levy can concoct a package that covers all the "what ifs" regarding their likely league position come April, and how/where the player will be playing (both must realise we are not a Sugga Daddy FC doing a talent stockpile to spite our rivals) . Agreed. But he does have a reputation of being very level-headed and down to earth. The player himself may well prefer a move to Spurs. The issue will be getting Fulham to accept a bid of £25m when others are bidding over £35m.
At a guess, clubs with more than pound signs in their eyes would realise any add-ons we offer would have a reasonable chance of actually coming to pass, while add-ons from Chelsea are worth as much as the fax to whichever Eredivisie clubs they loan him to for the next three years.

Yep. He's a goner. I have a friend who lives 3 doors from him in Chigwell who tells me that Rose recently hired 24 hour security to patrol around his house. Even in the modern era that is unusual. The guy is becoming increasingly unhinged and egocentric and needs to be gotten rid of for the sake of the dressing room.
Summer. With WC 2018 coming, I suspect Pochettino will adopt a "treat them mean, keep them keen" approach to Rose to ensure good performance from when he is fully fit to end of season. How Spurs fare in the remaining PL/CL campaigns etc will play some part in ensuring that.
