I think if you look at it from a British perspective the best you could call the situation was a 'tactical mistake' given that it is generally accepted that it was one of the main catalysts on the Provence descending into bloody sectarian war. More people were killed and injured in the 12 months after Bloody Sunday than in any other year of the Troubles.
There are a couple of possible well defined reasons for what you are saying: You don't know much at all about the given situation and believe you are indeed correct in your opinion that they killed only terrorists. or You actually know enough about the situation but just decided to take the opportunity to try wind some people up.
